On October 3 and 4, 2019, the lecture on the topic of "Civil Service System" was given by Mr. Kozo YOSHIDA, Commissioner of National Personnel Authority (NPA), for both 1st and 2nd classes of Strategic Leaders Training (SLT) at the Ho Chi Minh National Political Academy (HCMA) in Hanoi.

After the lecture, a total of 95 participants were divided into 10 groups according to 5 themes of "recruitment examination", "personnel evaluation", "moral in public affairs", "salary", and "organization management." Groups were then paired with each other to do a policy debate based on the same theme followed by internal group discussion. This flow of training follows the training format applied in the trainings conducted at National Institute of Public Administration, NPA.

In the post-lecture questionnaires, comments were given by participants such as the below.
"I reaffirmed the importance of the recruitment examination."
"It is important to ensure transparency, fairness and openness in the recruitment process."
"I understood the viewpoints to be considered in salary reform."
"I understood that necessity to have an objective and fair personnel evaluation."
