On December 3 and 4, 2019, the lecture on the "Public Finance" was given by Mr. Kenichiro OTAKE, Former Commissioner of National Tax Agency, Ministry of Finance, for both 3rdt and 4th classes of Strategic Leaders Training (SLT) at the Ho Chi Minh National Political Academy (HCMA).

After the lecture, a total of 86 participants were divided into groups according to 4 themes of "Taxes from the perspective of economic growth, fostering small and medium enterprises, and social fairness," "Tax system to cope with tax revenue reduction due to decrease in customs revenues," and "Aging society, enhancement of social security and ideal community." Groups were then paired for a policy debate followed by internal group discussion.

In addition to the advice on financial system and economic management such as tax collection, from the viewpoint of social security, Mr. OTAKE emphasized the importance of the community and family ties which Vietnamese society still maintains.
Participants in SLT, the future leaders of Vietnam, are highly aware of importance of maintaining sustainable economic development, giving comments such as the below.
"Promotion of tax reform and consistent tax collection are indispensable."
"I understood the importance of supporting the commercialization of small business owners, from the perspective of overall economic development."
"It is necessary to change the social security system in anticipation of future risks."
