On December 17 and 18, 2019, the lecture on the "Civil Service System" was given by Prof. Masahiro ONISHI, Taisho University (Former Secretary General of National Personnel Authority), for both 3rd and 4th classes of Strategic Leaders Training (SLT) at the Ho Chi Minh National Political Academy (HCMA) .

The participants in the training came from various organizations of the Party, National Assembly, and government all over the country, yet Civil Service System was a common issue for all the participants. Also, securing competent civil servants is an urgent issue in Vietnam, so the many questions collected prior to the lecture showed the high interest of the participants in the topic.

Through the post-lecture questionnaire, participants gave comments such as the below:
"We should introduce a unified examination for civil servants (which is applied in Japan) that suits the situation in Vietnam."
"It is necessary to secure a salary that guarantees a living for all civil servants. This is also necessary as a countermeasure against corruption"
"We need a method to evaluate the abilities and outputs of civil servants."
