As part of the activities of the Model Police Station Project, one of sub-components of TRAHUD in the second year, actual traffic enforcement of speeding violation was implemented on 25 May 2007 on National Highway No.5 in Hanoi. 8 traffic policemen together with 5 Japanese experts conducted the patrol. They belong to the Patrol Team in charge of speeding enforcement and Team No.5 in charge of the area. This activity has utilized traffic enforcement equipment such as speed-gun provided by JICA in the first year. A short training workshop on usage of speed-gun was conducted on 21-22 May 2007 and the field training was conducted on 23 May 2007.

In respect of the designated limit speed of 50km/h, warnings are given to the drivers exceeded speed within 5km/h and penalties (fine of VND25,000-1,000,000 depending on the exceeded speed) were applied to the vehicles exceeded speed more than 10km/h based on the traffic laws and regulations. As a result of two hour enforcement activities, 9 drivers are apprehended (one warning and 8 penalties).

Enforcement of speeding violations itself is not an objective of TRAHUD activities. In order to reduce the speeding violations, one of major causes of traffic accidents, efficient and effective enforcement framework should be sought and modeled. Therefore, this enforcement activity must be continuously implemented on some highways with high-speed traffic for further improvement of capacity and its effects to improve traffic safety are to be evaluated through monitoring the number of violations and accidents, spot speed and road user’s awareness, and capacity, etc.
