Workshop on Facility-level, online GHG reporting system (mock-up version) for Line Ministries

Under the Revised Environmental Protection Law that came into force in 2021, the "Government Decree on GHG Emission Reduction, Carbon Market and Ozone Protection (06/2022/NĐ-CP)" (hereinafter referred to as Decree No. 6) stipulates that business establishments (facilities) above designated threshold of GHG emissions/energy consumptions are required to calculate their own GHG emissions and report them to the government. Tracking and reporting GHG emissions at the facility level provides the basis for engaging in subsequent emission reduction plans and implementation of measures.

The Ministry of Natural Resources and Environment (MONRE) through the Project "Support for planning and implementation of the Nationally Determined Contributions in Vietnam" (SPI-NDC project) supports the formulation of the entry point (mock-up version) of the online system for facility GHG reporting system, which will eventually be finalized and operationalized by MONRE. A hybrid (face-to-face/online) workshop was held on December 7, 2022 targeting local ministries and line ministries to share the progress of the system development, and to facilitate practical discussions among participants for the operation of the system.

The Department of Climate Change (DCC) of MONRE started the session by introducing the domestic legal requirements related to GHG calculation reports at the facility level, and then VETS Co., Ltd., national experts responsible for the online systems development, introduced the progress of development and a demonstration version. The presentation highlighted the functions of the system which will be used by local government agencies and related government agencies that receive GHG reports from facilities in the business categories under their jurisdiction.

In the question-and-answer session that followed, many opinions were expressed regarding the role and function of receiving reports and the requirements for system operation. A lot of practical inputs were provided for the system to be properly functioning. MONRE will continue to study how to tackle these issues. The main points of discussion are as follows.

Issues related to provisions under the current regulations

  • Necessity of technical guidance for GHG emissions calculations for all business types
  • Confirmation of reporting frequency (calculation and reporting of GHG emissions every other year) and system design
  • Clarity over some used terminologies (e.g. specialized agency)
  • Scope of business entities under the Prime Minister Decision No. 1 and coverage of key enterprises

Operational matters

  • Interlinkages with existing energy consumption reporting system (DataEnergy.VN)
  • Means to address differentiated responsibilities among ministries and agencies due to differences in the number of facilities under their jurisdiction, etc.
