Background

Climate change is one of the greatest challenges of our time. With 3,400 km of coastline across the nation and the low-lying Mekong Delta, Viet Nam is considered one of the most vulnerable countries to the adverse impacts of climate change, posing threat to sustainable development. Simultaneously, steady socio-economic growth has accompanied significant hike in national GHG emissions, and it is anticipated that the national GHG emission will continue to triple by 2030 in comparison with the 2010 level.

Viet Nam is the signatory to the United Nations Framework Convention on Climate Change (UNFCCC) with aim at limiting global warming to well below 2, preferably to 1.5 degree Celsius, compared to pre-industrial levels. Since 2000s, various domestic efforts and institutional development have been put in place to combat climate change, including, inter alia, National Target Program to Respond to Climate Change (NTP-RCC) along with various relevant national strategies and measures.

Climate change has entered into its new phase with the adoption of the Paris Agreement at the 21st Conference of the Parties (COP21) to UNFCCC in 2015. Since then, domestic preparation to transition towards the Paris Agreement implementation phase is steadily underway. Two most remarkable achievements took place in 2020 includes the update of the country's Nationally Determined Contributions (NDC), representing a set of climate actions and ambition by 2030, as well as the recent passing of the revised Law of Environmental Protection through the National Assembly, serving as the legal basis for climate change as one of the thematic pillars. Successful implementation of NDC now requires further sophistication of the policy framework through issuance of decree, circulars and technical guidance, as well as operationalizing transparency modality to keep track of the progress of implementation of measures and the aspired target.

The Overall Goal

The project aims to support the Government of Viet Nam in the planning and implementation of the Nationally Determined Contributions in Viet Nam, recognised by the development and implementation of GHG mitigation policies and GHG mitigation target of the private sector

Project Purpose

  1. Capacity of MONRE, relevant ministries and local governments on development and implementation of the commitments on mitigation of GHGs under NDC is strengthened.
  2. Policies to enhane participation of private sector is developed during the implementation of NDC through the VCCI

Output

  1. Capacity building for the Ministry of Natural Resources and Environment involved in the implementation of Viet Nam's NDC
  2. Capacity building in planning, implementing, monitoring and developing GHG emission reduction targets for line Ministries and private sector

Project Activities

1.1 Performance indicators for annually tracking progresses of NDC options are suggested
1.2 Coordination mechanism to assess progress of NDC is proposed
1.3 Improvement of decentralized inventory system is suggested
1.4 Proposed design of facility-level GHG reporting system for selected sector
1.5 WS/Conferences on each activity is conducted in timely manner"
2.1 Environmentally friendly means of public transport system from Japan's experience is suggested
2.2 A pilot is conducted in selected sector and NDC option for MRV (modal shift)
2.3 Training materials for private sector are developed.
2.4 Series of WSs are conducted for enhancement of private sector's participation in climate change mitigation action
2.5 Pilot for facility level GHG reporting is supported in selected sub-sector
2.6 Incentives to private sector is identifies to participate in climate change mitigation actions
2.7 Domestic climate financial options are explored.
