Mitigation Policy Review aims at reviewing policies, strategies and other legal documents related to climate change mitigation and NAMAs at national, sectoral and selected municipality level in Vietnam, identifying existing policy gaps as well as delivering policy recommendations to address such gaps to enable effective delivery of mitigation actions.
The Review, conducted in 2015, has identified various policy gaps in planning and implementation of mitigation/NAMAs, including, inter alia, the observed lack of detailed implementation plan for mitigation policies and targets, weak basis for multi-stakeholder coordination and consensus building, and lack of legal framework and guidance to ensure mandatory implementation and tracking of defined targets/actions.
Given the identified policy gaps, the Review has delivered a number of policy recommendations, including necessity to promulgate policies to manage implementation of Mitigation/NAMA and MRV at national level to enable systematic tracking of progress for the actions/target (while ensuring interlinkage with INDC/NDC), to develop an information system to capture GHG emissions and emission reductions at national, sectoral and local level.
Capacity Needs Assessment, conducted in parallel with the Mitigation Policy Review in 2015, intended to assess and identify capacity gaps and needs of both MONRE and line ministries in charge of mitigation sectors to enable effective planning and implementation of mitigation/NAMAs.
This criteria-based assessment has been conducted in the form of surveys and interviews with relevant stakeholders, and has identified various capacity gaps to assume anticipated roles and responsibilities in planning and implementation of mitigation/NAMAs, as well as needs for both policy development, and training.
For MONRE, identified policy needs included, inter alia, establishing a legal system to concretize institutional roles for multi-stakeholder coordination, a national platform to ensure cross-sectoral, technical communication and information sharing, as well as national reporting/registration system on mitigation/NAMAs. Similar policy needs have been identified for line ministries, including technical guidance documents for mitigation/NAMAs, clarified roles and responsibilities of focal point for implementation, improvement of data set required for MRV/transparency.
Some of the priority needs identified throughout the Assessment will be further incorporated into the upcoming training in the Project for capacity development (see Activity 1.6).
