National Level Activities and Measures (Support to Policy Development)

Overview

Output 1 of the Project aims at enhancing capacity of MONRE, as the national focal point of climate change in Vietnam, to facilitate the process of development and implementation of NAMAs/mitigation. The Project supports this aim through enabling the Government to strengthen national policy framework, including its formulation processes, surrounding climate mitigation measures including NAMAs, as well as technology assessment to narrow the current implementation gap.

Development of domestic climate policy framework surrounding mitigation is not only guided by national circumstances and needs, but also by the provisions of UNFCCC. The recently adopted Paris Agreement has clarified various elements of future climate regime, including requirements for short-term (~2020), mid-term (2021-2030) and long-term (second half of the century) time horizon.

With the Paris Agreement entering into force, next couple years will serve as the critical transitional phase to the new climate regime beyond 2021 for Vietnam. In this context, design of policy framework surrounding pre-2020 mitigation including NAMAs needs to align with various provisions of the Paris Agreement, in order to strike coherence between NAMA-INDC for smooth and effective implementation.

Mitigation Policy Review and Capacity Needs Assessment (Activity 1-1, 1-2)

Mitigation policy review and capacity needs assessment targeting MONRE and line ministries relevant to NAMA/mitigation have been conducted to capture current landscape of policy framework surrounding NAMA and climate mitigation in Vietnam at national level. Progress to Date

Roadmap and Measures for GHG Emission Reduction (Activity 1-3)

Article 41 of the Revised Law of Environmental Protection (No.55/2014/QH13)) mandates MONRE to develop a roadmap and modality for GHG reduction.
The Roadmap, currently envisaged as the first Government Decree for its legal form corresponding the settings in Paris Agreement, is considered one of the upstream mitigation policies of Vietnam to enable anchoring mitigation pledges announced internationally into domestic legal framework, and serve to be a legal basis for ensuring implementation with defined roles and responsibilities among concerned stakeholders.
Progress to Date

National MRV Policy and Registry System (Activity 1-4, 1-5)

Role of National MRV is to collectively measure and report GHG emission reduction amount and emission at national level which is achieved through implementation of various measures across mitigation sectors. Modalities for national MRV will be developed for progress monitoring of mitigation target at national level (NDC). Progress to Date

Capacity Building Training Activities (Activity 1-6)

The Project supports design and development of MONRE's In-country Mitigation Training and its Modules to be offered to key policy makers across line ministries and other stakeholders with particular focus on policy planning, transparency and implementation aspect of mitigation. Progress to Date

Low Carbon Technology Assessment (Activity 1-7)

Technology assessment on mitigation menus under INDC and F-gas is to be conducted to identify priority technology options, and propose technology transfer ideas in order to bridge implementation. Policy dialogue is also planned to discuss potential domestication of borrowed technologies among key stakeholders. Progress to Date
