Project Activities

The following issues on capacity/knowledge were observed in the Government of Vietnam:

1. Difficulty in institutional technical knowledge transfer on climate change mitigation in MONRE due to the limited accumulation of the knowledge and resources on an individual basis; and
2. Lacking scientific knowledge on the process from planning to implementation of climate change and its mitigation actions in sectoral/local officers.

Taking these issues into account, theproject has also been supporting development of training materials based on the following four modules below:

• Overview of climate change
• Planning mitigation actions
• Monitoring and evaluation including MRV
• Means of implementation (finance, technology, capacity building)

These materials have been developed for the purpose of assisting MONRE for continuously providing training opportunities to the domestic stakeholders in using only its own resources as one of the responsible activities by the focal point of climate change. All materials are updated in 2017, based on feedbacks from trial lectures, and necessary items were added in response to entering into force of the Paris Agreement and development of upstream mitigation policies (Roadmap Decree).
