Summary of "low-carbon technology consultation" and "Outreach event on low-carbon technologies"


In August 28, 2017, jointly hosted by MONRE and JICA, 2 events on low-carbon technology assessment activity were held in Hanoi (deletion).

‘Low Carbon Technology Consultation' was held for government officials in related ministries in the morning session, and an ‘Outreach event on Low Carbon Technologies' was held for private corporations in the afternoon session. Participants for this event were researchers in Viet Nam and experts from ministries and agencies, governmental and non-governmental organizations, private sector and international cooperation organizations.

At the ‘Low Carbon Technology Consultation' for government officials in related ministries, first, the latest update on domestic readiness for implementing NDC in Viet Nam was presented by MONRE. Then, following up on the discussions during workshops held during April-June 2017 for 7 target sectors, an interim report on priority assessment of low carbon technologies that are to be introduced to Viet Nam in phased approach was shared. Comments were made on the result of the assessment by international technical advisory committee.

The main comments were as follows.

  • It was found out through the priority assessment that there were technologies that are relatively easy to introduce and those that have significant barriers. For policy barriers, policymaking and coordination by related ministries and agencies will carry weight, and for technical barriers, while promoting time-to-market and competitiveness will be essential for technology barriers.
  • It was commented that, in addition to the actual results of low carbon technology assessment, having had the consultation and consensus building process by related stakeholders in seven sectors also signify great meaning. It was suggested that the future efforts in Viet Nam should draw on this experience as best practice.
  • It was implied that the assessment results may be referred to when the national standards in Viet Nam are to be determined in the future.

At the ‘Outreach event on Low Carbon Technologies', introduction of low carbon technologies from private companies' perspective was presented, and it was noted that companies have more than a small interest if the technology can offer economy or production efficiency, etc. Then, leading examples by companies in Viet Nam and information on climate change financial schemes and programs that may encourage investment to introduce the technologies was shared. At the same time, it was pointed out that there are various barriers to proactively introduce the low carbon technologies, and that the reinforcement of policy measures by the Vietnamese government and promotion of support through international cooperation is highly anticipated.

Next steps

  • The results of the low carbon technology prioritization for NDC implementation, and the consultation and consensus building process will be summarized and published.
  • Barriers for introducing the low carbon technologies will be analyzed further, and recommendations will be provided to the related organizations including the government ministries and agencies in Viet Nam.

‘Low Carbon Technology Assessment' is conducted by MONRE and SPI-NAMA project with an aim to evaluate mitigation technologies to achieve GHG emission reduction target specified in the NDC (Nationally Determined Contributions) submitted by the Vietnamese government to the UNFCCC.
