Second Consultation Workshop on development of National GHG inventory and MRV system in Vietnam

On 28th March 2019, Second National Consultation workshops for the National MRV/GHG inventory system was organized, after the first National Consultation workshops for the National MRV was organized in April 2016. During this Consultation Workshop, around 60 stakeholders participated from key line ministries and relevant organizations. This workshop aimed to provide an opportunity to: 1) share the current legalization process and on-going initiatives for MRV and GHG inventory system at national and sectoral levels; 2) discuss about the challenges and issues in the current implementation of GHG inventory system and receive substantive inputs from the participants to facilitate legalization works of MONRE.

Since March 2018, in parallel with its drafting the Government Decree on Roadmap and Measures for GHG Emission Reduction, the Vietnamese government has also let MONRE start developing the Circulars on MRV, detailed enforcement regulations on technical guidance and administrative procedures under the Roadmap Decree. SPI-NAMA has been assisting for MONRE's elaborating MRV modality to plan to cooperate for developing the National-level MRV Policy (MONRE Circulars) for GHG emission reduction. Meanwhile, role of National MRV is also to collectively measure and report GHG emission reduction, which is to be achieved through implementation and coordination among variety of stakeholders related to mitigation such as relevant ministries.

The latest situations and challenges in the GHG inventory and MRV system development in Vietnam has been shared among the participants during the discussion sessions. The participants also confirmed the important issues, such as: 1) continuous capacity development for the line ministries; 2) the development of feasible and sustainable inventory system by strengthen legal basis with clarifying roles of relevant stakeholders; 3) securing the budget for the necessary MRV activities in the line ministries; and 4) creating opportunities for expert meeting regularly among the Vietnamese ministries.
