Vice minister actively participated to the training
From fifth to 8th December 2016, the second national level training mission to Japan for high-level officers was implemented. The greatest outcome to be focused on at this training was that the training gave sufficient inputs to the high-level officers' training mission, formed by the Vice Minister of MONRE in Vietnam in charge of climate change, Mr. Vo Tuan Nhan, high-level officials from national line ministries and the centrally-governed city (Ministry of Planning and Investment (MPI), Ministry of Industry and Trade (MOIT), Ministry of Transport (MOT), Ministry of Construction (MOC), Ministry of Agriculture and Rural Development (MARD), HCMC Department of Natural Resourses and Environment / Climate Change Bureau (DONRE/CCB)).
This training aimed to give inputs to the Vietnam's NDC implementation preparation through sharing the development processes and implementation experiences of climate change mitigation policies at national/local level and the relevant policies in Japan, and provide the onsite learning about low carbon technology related to the low carbon technology assessment, which was added in the SPI-NAMA Project for the development of NDC implementation in Vietnam after the effectuation of the Paris Agreement. In this training, the line ministries, related to the development of "National Roadmap Decree for GHG emission reduction" defined by MONRE as the upstream climate change mitigation policy, noted and agreed with preparatory cooperation. Meanwhile, main implementation procedures and timeline of the other activities in the SPI-NAMA Project were also confirmed during the training.
As the detailed activities of the training, the participants visited the relevant stakeholders in Japan, such as the ministries (Ministry of Environment and Ministry of Economy, Trade and Industry), local government (Tokyo Metropolitan Government Bureau of Environment) and private sector (Electric Appliance Recycling companies etc.), to learn and exchange opinions on each target topic. The participants showed higher interests particularly on 1) the system of a self-sustained policy management, 2) improvement in sense of participation and incentives of the mitigation implementer (industrial sector and companies), and 3) mindset of compliance effort for the emission goals and distribution of emission reduction tasks among the parties.
Thanks to this training mission to Japan for high-level officers, the participants formed consensus on the outcomes of the main activities of SPI-NAMA, the necessary operations and the timeline of implementation. Especially, the Vice Minister of MONRE, the counterpart organization of the SPI-NAMA Project, recognized the importance of the SPI-NAMA Project activities, voluntarily led discussions among the mission members for seeking the outcomes and promoted coordination arrangement with the line ministries, which resulted in giving the burst of momentum to the upcoming project activities.
