Summary of the Side Event of Engagement of Private Sectors

In 13th May 2017, ‘Multi-Stakeholder Dialogue on Low Carbon Technologies and Viet Nam's Nationally Determined Contributions - Connecting Policy, Technology and Finance to Reduce GHG Emissions', hosted jointly by MONRE, VCCI (Viet Nam Chamber of Commerce and Industry) and JICA, was held at Ho Chi Minh City as part of low carbon technology assessment activities. This dialogue was convened as a side event for ‘Eco-Product International Fair' which took place at Saigon Exhibition and Convention Center during 11th-13th May 2017, and participated by more than 90 people including researchers and experts from ministries and agencies in Viet Nam, NGOs and corporate enterprises.

This event was intended to acknowledge importance of engagement of private entities for implementing NDC. At the event, first, climate change policies and activities in Viet Nam were introduced, including the framework of climate change policies and contents of NDC for Viet Nam, climate change activities in Ho Chi Minh City as a local authority, assessment of low carbon technologies supporting the activities, leading technologies developed by private sector and related organizations, and international financial schemes for climate change activities. Then, participants discussed various issues on NDC, low carbon technologies and promotion of private sector participation, taking the following questions into account.

Q1. What are appropriate forms of the benefits/incentives for private sector to participate in climate national/regional measures?

Q2. What are the available international finance sources for the implementation of climate change policies?

Q3. What are the barriers to utilize these financial schemes in practice?

Q4. What is adequate way of cooperating/coordinating among the Vietnamese government ministries, development partners, private sector and NGOs to work together?
