Project Activities

The first unofficial Consultation meeting on National-level MRV in Vietnam has been jointly organized by MONRE/DMHCC and JICA SPI-NAMA on 7th April 2016. This consultative process serves to be the working platform for legalization of the national MRV.

This Consultation aims at achieving the following objectives;

1. To introduce MONRE's legalization plan for developing a legal document for Domestic Measurement, Reporting, Verification System at National Level
2. To present findings of local consultancy works to supplement consultations for legal document development and proposed structure of MRV modality
3. To initiate stakeholder dialogue and invite views on the proposed structure of MRV modality and how to best approach to legal document development guided by framing questions

The discussion focused on various structural elements on national MRV including;

• Objective setting and coverage of national MRV
• Approach for implementing national MRV
• Potential legal form and its scope
• How to draw on existing systems and practices relevant to MRV
• Institutional roles and responsibilities

Aside from national-level MRV, the discussion also tapped on sector-based MRV and observed challenges, given the participation from line ministries in the consultation.
