Japan professional team (administrative officers and sectorial experts) giving advices on each topics
From fourth to 7th December 2017, the SPI-NAMA Project conducted the third national level training mission to Japan. The "National Roadmap Decree for GHG emission reduction" (Activity 1.4) drafting, led by MONRE, has further proceeded. To meet the needs of the counterparts, this training aimed to share the expertise in the development and implementation of climate change policies in Japan in order to give inputs to and improve the quality of the Decree editorial work by the drafting team in MONRE.
Therefore, instead of taking lecture-oriented approach like the previous year, this training consisted of the sufficient time for internal discussion for reflecting inputs to the Decree drafting in creating opportunities to give advices and proposal directly from the Japan professional team to the drafting team's problems. In particular, the training included technical dialogues with administrative officers and sectorial experts working on decrees, and lecture sessions beneficial as the inputs to the Decree (1) mindset of emission pathway based on long-term vision, 2) process of policy development on climate change in Japan, and 3) reality of emission trade and linkage at local government level).
During the expert meeting and lecture sessions, Vietnamese drafting team tried to understand the structure of the systems including the implementation and organization system of compliance to the Kyoto Protocol, process of discussion of mid and long term targets, and the process of the development in the Plans for Combating Global Warming corroborating NDC from the Act on promotion of global warming countermeasures, in which the team's high enthusiasm for learning was observed. The preparation for the national mitigation policy system corresponding to the Paris Agreement is the first engagement in Vietnam, and the drafting team has a range of issues. The appropriate inputs for these issues from the Japan's professional team made the direction of the Roadmap Decree more precise and led the drafting team to consider sufficiently about the reflection from inputs to the Decree. Furthermore, the Vietnamese mission reported that the low carbon technology assessment, implemented by the SPI-NAMA Project, has contributed to co-working with the relevant sectoral bodies for deeper consideration on the mitigation countermeasures than the other projects' outcomes.
