Fourth National Level Training Mission to Japan

From 6th to 9th August 2018, the SPI-NAMA Project conducted the fourth national level training mission to Japan. While the past three training missions to Japan focused on the drafting and editorial process of the "Government Decree on Roadmap and Measures for GHG emission reduction" in Vietnam led by DCC/MONRE, this fourth mission aims to share the expertise in the effective implementation of the Roadmap Decree and lessons learned through climate change policy in Japan since the time of Kyoto Protocol.

This training gave direct inputs to the Vietnamese Government about major issues/factors to make the Roadmap Decree implementation effective. For example, during the Follow-up Advisory Meeting on the Roadmap Decree and the other expert meetings, the following suggestive advices were share by the experts/specialists at the forefront of climate change policy development in Japan, such as about the methods of approaching private sectors, a key stakeholder during the implementation phase in Vietnam in the future, to motivate them to participate in the framework of GHG emission reduction. An expert suggested that it would be better to take a consideration and actions for providing incentives at early stage of introducing climate change mitigation policy for the private sectors. Another expert recommended that the Vietnamese Government should set up the appropriate approach to the private sectors by analyzing the formation of industries (e.g. Exporting industries, or domestic consumption-based industries) and the degree of exposure to the international competitiveness against types of industries/sectors.
