On January 31, the Japan International Cooperation Agency (JICA) signed a Record of Discussions with the Government of the Republic of Kenya in Nairobi for the Project for Community-Based Crime Prevention, Supervision, Rehabilitation and Reintegration of Children and Young Persons in Conflict with the Law in Kenya, a technical cooperation project.

In Kenya, children and young persons who cannot afford food, clothing, or shelter, and who generally have poor living conditions, tend to resort to delinquency and crime. However, there is a lack of understanding among local citizens regarding the need for community-based crime prevention and the supervision, rehabilitation, and reintegration of children and young persons in conflict with the law. What is more, the efforts of probation officers in these matters are not always sufficient.

As a consequence, delinquent children and young people are excluded from their communities and do not have enough opportunities for rehabilitation, leading to further deterioration of public security and to violent extremism. Therefore, there is an urgent need to establish a probation implementation system, including the firm establishment of community probation volunteers, based on the "Hogoshi” (volunteer probation officer) system in Japan, in order to promote understanding among local citizens and strengthen the activities of probation officers.

This project aims to establish a probation model at the community level through awareness-raising activities targeting local citizens about community-based crime prevention, supervision, rehabilitation, and reintegration; training of community probation volunteers selected from among local citizens; and activities with probation officers in the pilot areas. In doing so, it will contribute to the prevention of crime among children and young persons, as well as to the supervision, rehabilitation, and reintegration of children and young persons in conflict with the law at the community level. Eventually, this project will also contribute to the achievement of SDGs (Sustainable Development Goals) Goal 16 (Peace, justice and strong institutions). Details of the project are as follows.

Specific project details (provisional) In the pilot areas in Kenya, this project aims to establish a probation model at the community level that contributes to the prevention of crime among children and young persons as well as to the supervision, rehabilitation, and reintegration of children and young persons in conflict with the law, mainly through conducting the following activities as a set.

1. Increase understanding among local citizens about community-based crime prevention and the supervision, rehabilitation, and reintegration of children and young persons in conflict with the law.

2. Select and train community probation volunteers from among local citizens to assist probation officers.

3. Enable community probation volunteers—in collaboration with probation officers—to conduct activities at the community level for crime prevention targeting local citizens, and to undertake supervision, rehabilitation, and reintegration activities targeting children and young persons in conflict with the law.
