Signing of Japanese ODA Loan Agreement with Rwanda: Contributing to the improvement of children’s learning through teacher training, digital transformation, and efforts to reduce grade retention and dropping out

On March 5, the Japan International Cooperation Agency (JICA) signed a loan agreement with the Government of the Republic of Rwanda in Kigali to provide a Japanese ODA loan of up to 14,000 million yen for the Development Policy Loan for Education Sector.

In Rwanda, the number of teachers and classrooms is not enough to meet the country's rapidly growing school-age population, and the quality of teaching is deteriorating. In addition, this has led to a decline in students’ motivation and proficiency, with many repeating grades or dropping out. To address these issues, this policy loan will provide financial support to the Government of Rwanda with the goal of strengthening the functions of teacher-training colleges, increasing the number of classrooms, improving pre-school education, and promoting school lunches in order to improve children's nutrition and strengthen learning incentives, among other goals. In addition, JICA has long cooperated in the enhancement of children’s learning in the primary education sector in Rwanda, with a particular focus on improving science and mathematics. This loan will promote the digital transformation (DX) of education by providing training for teachers in the utilization of ICT, which is being implemented under the ongoing "Project to Strengthen Primary School Mathematics and Science with the Use of ICT."

The loan will promote socio-economic transformations such as improved access to quality education and the realization of a knowledge-based society, and will contribute to the development of globally competitive human resources in Rwanda. In doing so, it will also contribute to the achievement of SDGs Goal 4 (Quality education).

The loan is also linked with the activities of the World Bank, UNICEF, and WFP to support the Government of Rwanda.
