On March 24, the Japan International Cooperation Agency (JICA) signed a loan agreement with the Government of the Republic of India in the capital city New Delhi, to provide Japanese ODA loan for the following 4 projects. The signatures were exchanged between Joint Secretary Alok Tiwari, Department of Economic Affairs, Ministry of Finance Government of the Republic of India and Chief Representative Takeuchi Takuro of JICA India.

These projects aim to improve the business and living environment in India’s urban areas where many Japanese companies have established a presence, through the development of metro systems that ensure high visibility of Japan’s assistance. Additionally, the projects aim to foster mutual development for both India and Japan in the agriculture and healthcare sectors through collaboration with Japanese companies, as well as educational and research institutions.

Project for Promoting Sustainable Horticulture in Punjab

- Project Objective
The objective of the Project is to promote sustainable horticulture and improve farmer’s income by diversifying into high-value horticultural crops, and infrastructure development for stronger value chain, and capacity development, thereby contributing to environmental conservation and sustainable socio-economic development in Punjab.

a) Development of Climate Resilient and Environmentally Sustainable Horticulture Value Chain
b) Advancement of Technology and Promotion of Sustainability within the Horticulture Value Chain (pilot activities by private companies, joint research with academic institutions, and the establishment and operation of a data sharing platform)
c) Support for Institutional Development of the Horticulture Sector in the State
d) Consulting services (detailed design support, construction supervision, organizational strengthening support etc.)

Bengaluru Metro Rail Project (Phase3)(I)

- Project Objective
The objective of the Project is to cope with the increase of traffic demand in Bengaluru Metropolitan Region, by expanding the mass rapid transportation system, thereby promoting regional economic development, improving urban environment and eventually mitigating climate change, through relief of traffic congestion and decrease of pollution caused by increasing motor vehicles.

b) Procurement of trackwork and turnouts
c) Electrical and mechanical works for stations, rolling stock depots, substations, etc.
d) Automatic fare collection system
e) Signaling and train control system
f) Communication system

Among these, the portions to be financed by the Japanese ODA loan are part of items a), c), and g), as well as items b), d) through f), and i).

Project for Strengthening Tertiary Healthcare Delivery, Medical Education System and Nursing Education System in Maharashtra (I)

The objective of the Project is to improve access and quality of medical care in the state of Maharashtra by strengthening the healthcare system through the construction of tertiary care facilities, college hospitals, medical colleges, and nursing schools, thereby contributing to the promotion of Universal Health Coverage (UHC) in India.

- Project Component
a) Construction and expansion of four medical colleges and affiliated hospitals, and ten nursing schools, as well as the procurement of medical equipment.
b) Capacity development for executing agencies such as training, joint research, and improvement of instructors’ teaching capabilities.
c) Consulting services (detailed design, bidding assistance, construction supervision, environmental and social consideration support)

The Project aims to construct a mass rapid transit system in the Mumbai Metropolitan Region (MMR), the capital region of Maharashtra State, in order to meet increasing transport demand. By alleviating traffic congestion and reducing vehicle‑related pollution, the Project is expected to contribute to regional economic development, urban environmental improvement, and ultimately climate change mitigation.
