Background and purpose

The session aims to introduce the Clean Cities Partnership Program (C2P2), launched by the Ministry of the Environment and JICA in February 2023, to address the challenges facing cities from multiple perspectives, along with the efforts of the Ministry and JICA and good practices of Japanese municipalities and partner municipalities.

Contents

  • In opening remarks, Mr. Matsuzawa, Deputy Director-General for Global Environment, Ministry of the Environment, emphasized that in order to achieve the 1.5 degree target set in the Paris Agreement, it is essential for cities, which account for approximately 70% of global greenhouse gas emissions and energy consumption, to make a decarbonization transition. He also stressed the need for diverse stakeholders to work together to accelerate the decarbonization of cities in order to achieve a globally decarbonized society. In addition, the Clean Cities Partnership Program (C2P2), jointly launched by the Ministry of the Environment and JICA in February 2023, will engage Japanese local governments, private companies, financial institutions, and others, in collaboration with the G7 and international development finance institutions (MDBs) to address climate change in partner cities, C2P2 will provide comprehensive and synergistic support for urban issues including climate change, environmental pollution, circular economy, and nature-positive development in partner cities.
  • In his keynote speech, Mr. Shibata, Deputy Director of JICA's Global Environment Division, explained the objectives of the JICA Clean Cities Initiative (JCCI) and outlined the waste and environmental quality clusters, and introduced the cases of Dhaka City, Bangladesh (the results of improved waste collection rates and future plans for integrated support for waste and air pollution countermeasures) and Ba Ria Vung Tau Province, Vietnam (establishment and trial of an eco-industrial park system using Kitakyushu's knowledge).
  • Regarding the Intercity Cooperation Project with the Bangkok Metropolitan Administration (BMA) of Thailand, the Bangkok Metropolitan Administration and the City of Yokohama explained that the Bangkok Metropolitan Administration plays a major role in achieving the Thai government's goal of carbon neutrality by 2050, and that the Bangkok Metropolitan Administration is working on climate change countermeasures with a long-term vision of "Net Zero by 2050. In addition, in the collaborative project, based on the cooperative relationship between Yokohama City and Bangkok Metropolitan Administration, in order to promote the implementation of the Bangkok Metropolitan Administration Climate Change Master Plan by strengthening and utilizing public-private partnerships involving the private sector in addition to policy support, the main activities include (1) collaboration and cooperation with the private sector, (2) acceleration of the implementation of the Climate Change (2) Accelerating the Implementation of the Climate Change Master Plan, and (3) Facilitating the Formation and Implementation of Mitigation Projects.
  • The project in Gorontalo Province, Indonesia, is based on the urgent need to address urban infrastructure development due to population growth and deforestation caused by slash-and-burn agriculture, and is in a cooperation with Ehime Prefecture, local companies with decarbonization technologies, and Ehime University to address environmental and social issues facing the province. In addition to supporting the formulation of a decarbonization policy and plan for the state of Gorontalo, the project is currently implementing (1) local water infrastructure development using decarbonized energy and (2) sustainable forest utilization through cacao cultivation as its application projects.
  • In addition, the Mayor of Saitama city emphasized the need for comprehensive efforts to solve the issues facing cities and to achieve carbon neutrality, and expressed his hope for further promotion of inter-city cooperation.
