"Cambodia’s Monetary Policy: Dollarization, Managing National Currency Supply and

Exchange Rate Stability”

In Cambodia, U.S. dollar is widely used as means of payment in domestic transactions, store of value, and unit of account instead of its official national currency, Riel. For the central bank (the National Bank of Cambodia: NBC), such dollarization limits the effectiveness of its monetary policy. Under heavy usage of foreign currencies in its economy, NBC has the limited control over the level of domestic interest rate. Moreover, NBC cannot act as the lender-of-last-resort since it cannot provide unlimited funding in U.S. dollar.
The JICA Research Institute (JICA-RI) launched the research project in collaboration with the researchers in NBC and other institutions in order to reveal the underlying reasons for the dollarization and elicit effective policies toward the promotion of usage of Riel.
In course of the project, the JICA-RI invited the researchers from the NBC to hold a joint seminar. This open seminar is expected to offer an opportunity to have mutual and candid dialogues, producing more innovative policy implications.
