Day:2019.06.04

Concept

In recent years, natural disasters, armed conflict, climate change, and a number of other crises have resulted in large-scale human suffering that extends beyond national borders. Humanitarian crisis is not only an issue within the bounds of the affected countries, but has become a global concern. Thus, how should humanitarian crisis management be actualized?

The adaption of the United Nations General Assembly Resolution 46/182 of 1991 raised the need for the "continuum from relief to rehabilitation and development" in managing humanitarian crises; claiming that providing emergency humanitarian aid is not enough, and starting prevention and development at an early stage is highly recommended. This also advocated the need to go beyond the traditional aid categories of humanitarian and development, and encouraged further cooperation between various actors. Despite these, no appropriate approach was found, and aid organizations continued to search for the rightful one.

Following on from the World Humanitarian Summit, where a new way of working on the humanitarian-development nexus was highlighted as one of five major priority trends, JICA-RI published in 2018 the book “Crisis Management beyond the Humanitarian-Development Nexus” (Routledge). The book gathers the results of three-year JICA-RI research project, comparing approaches from a range of bilateral agencies, to cases of armed conflicts and disasters around the world.

This launch will be an opportunity for some of the editors and authors to share the most relevant findings and discuss its implications for the future of crisis management, to practitioners and researchers in the field of humanitarian studies, conflict and peace studies and disaster risk management.
