Resilience is crucial for building up the capacity of individuals and communities to develop, particularly at this time of frequent and large-scale disasters. Adopting a comprehensive approach, the EU is integrating resilience and disaster risk reduction in its development policies while linking humanitarian relief and development assistance. It is a shared belief among the EU Member States that fostering the resilience of countries to national and global shocks and crises is fundamental for their sustainable development. Natural disasters affect small communities and whole regions, developing and developed countries, individual lives and global trade flows. Their social, environmental and economic consequences spread beyond borders. Convinced that comprehensive policies for disaster risk reduction help minimize casualties and that long-term investment in prevention eventually yields economic benefits, the EU considers fostering resilience an investment in the future. In its policies it highlights solidarity and efficient, result-oriented use of humanitarian and development aid.

Commissioner Kristalina Georgieva is European Commissioner for International Cooperation, Humanitarian Aid and Crisis Response, and had visited immediately after the Great East Japan Earthquake, discussing relief operations with the Japanese authorities and aid providers, and overseeing the logistics of European assistance being delivered to those in need. She will introduce activities of ECHO (European Community Humanitarian Office), and shed light on how we will build a more resilient socity and how we will play a role on the assistance toward developing countires.
