【Close】A dialogue with Mr. Richard Manning, former OECD-DAC chair, on Japan's Development Assistance

The JICA Research Institute (JICA-RI) is pleased to invite the interested audience to a book launch seminar of "Japan's Development Assistance: Foreign Aid and the Post-2015 Agenda," published by Palgrave Macmillan in November 2015. The publication was intended to make a timely contribution to the current and future debate on the shape of development cooperation, as the international community is set to intensify its effort toward achievement of the Sustainable Development Goals (SDGs) agreed on in September of 2015.

The seminar will feature Mr. Richard Manning, former Chair of the OECD-DAC, who contributed a chapter to the book that looked into the interactions between Japan and OECD-DAC over the past decades. In it, Mr. Manning points out that:

“Japan has taken a leading role in some areas such as untying in the 1970s, the development of the International Development Goals in the 1990s and triangular cooperation in the past couple of decades. However, Japan has too often found itself in a defensive posture, when both Japan and DAC might have been more creative.”

Drawing on his chapter in the book, his lecture will look back on the dialogue between Japan and its Western Partners, thus providing us with an opportunity to reflect on the strengths as well as weaknesses of Japan’s approach to development aid and how it can and should contribute the world’s collective efforts toward the SDGs.

Joining him are two co-editors of the book: Hiroshi Kato, Vice-President of JICA, and Professor Yasutami Shimomura, Professor Emeritus, Hosei University.
