Interim Report on Resource Governance Research

On May 21, a meeting was held at JICA headquarters to present an interim report on the research project "Conflicts and Cooperation in Resource Governance: State Control of the Public Domain and the Role of Local People in Cross-National Perspective." Contributing to one of JICA-RI's primary research areas - Environment, Development and Climate Change - this research project examines the relationship between natural resource governance and societal structure in Asian developing countries, the aim of which is to improve Japan's development assistance in the environment field.

At the meeting, JICA-RI Visiting Fellow and project leader Jin Sato (also associate professor of the University of Tokyo, Institute for Advanced Studies on Asia) outlined the project which focuses on conflict and cooperation among administrative organizations involving resource governance. He also discussed the issue of "inaction" using an example of Thai resource governance. Co-researcher Naruhiko Takesada, associate professor of Hosei University, introduced a participatory model of resource governance through an example of the construction of a dam and the reaction of affected residents. Another researcher, Masahide Horita (associate professor of the University of Tokyo, Graduate School of Frontier Sciences), presented an analysis of conflict resolution among parties related to infrastructure projects in Bangladesh. Following the presentations, an open discussion was held for the exchange of views.
