JICA-RI Deputy Director Naohiro Kitano Makes a Presentation on China's Foreign Aid at CSIS

On February 3, 2015, JICA-RI Deputy Director Naohiro Kitano gave a presentation on China’s foreign aid at a high-level round-table discussion hosted by the Center for Strategic and International Studies (CSIS) in Washington, D. C.

Kitano presented the estimates of China’s foreign aid based on JICA-RI Working Paper entitled Estimating China’s Foreign Aid 2001-2013, co-authored by Kitano and Yukinori Harada, published in June 2014. In his presentation, he also touched upon the perspectives of recipient countries such as Cambodia, Tajikistan, and Sri Lanka on their use of China’s foreign aid and other public financing.

In the discussion that followed the presentation, Professor Deborah Bräutigam of the The Paul H. Nitze School of Advanced International Studies (SAIS), Johns Hopkins University, applauded the significance of the estimates in two aspects: compatibility with OECD Development Assistance Committee (DAC)-defined ODA definition, and the comprehensiveness covering not only foreign aid, but also net and gross disbursements of preferential export buyer’s credits by the China Eximbank. Participants actively engaged in discussion.
