Ms. Janet Towaki Bue, Maternal Child Health (MCH) Program Manager at the National Capital District Provincial Health Authority (NCD PHA), recently completed the Maternal & Neonatal Health and Clinical Care Training Program under JICA from 16th September to 29th October 2025 in Japan.

Her Experience in Japan
Ms. Janet describes her time at JICA Kansai center as insightful and transformative. The orientation sessions provided valuable knowledge on JICA’s strategies for maternal and newborn health. Cultural experiences, like the trip to Nara, left a lasting impression. "Life in Japan was a life changer for me," Janet shares. From adapting to Japanese cuisine to appreciating the country’s cleanliness, punctuality, and respect for traditions, she found Japan inspiring and would gladly return.

Action Plan for PNG
Ms. Janet’s action plan focuses on reducing maternal and newborn mortality and morbidity in NCD by addressing late diagnosis and referral of pregnancy complications. Her first step? Developing a standardized tool for early diagnosis of high-risk pregnancies and postnatal complications. This aligns with PNG’s Maternal & Newborn Health Strategy 2021–2025 and JICA’s commitment to universal health coverage.

Giving Back
As a JICA PNG Alumni, Ms. Janet aims to build networks across sectors in PNG and Japan, collaborate with fellow alumni, and share knowledge to improve maternal health outcomes nationwide.

"Do not stay stagnant. Seek opportunities to learn and grow. Programs like these not only enhance skills but inspire us to tackle the challenges our country faces."

JICA aims to create a society where every mother and child can live safely and securely, while continuing to promote human resource development. We hope that the knowledge and experience gained through training will be applied in the field and become a force to protect lives.
