From Knowledge to Action: JICA Scholars Present Solutions to Development Challenges

The JICA PNG Office jointly with JICA PNG Alumni Association hosted the Presentation of JICA Scholars’ Research Papers and Action Plans at the Lamana Hotel, Port Moresby, on 13 February 2026. The seminar was proudly supported by the National Fisheries Authority (NFA). This special event celebrated the academic achievements and development‑focused research of Papua New Guinean scholars who studied in Japan under JICA’s prestigious scholarship and training programs.

The program showcased research addressing some of PNG’s most pressing national priorities, including climate resilience, illegal, unreported and unregulated (IUU) fishing, environmental health, and foreign affairs. These works highlight the strength of Japan–PNG cooperation and its ongoing contribution to national capacity building and sustainable development.

Presenting scholars included:
• Donald Walker – National Fisheries Authority
• Bernard Bua – National Fisheries College
• Jonah Auka – Climate Change & Development Authority
• Relvie Taplar – Kokopo Urban Local‑Level Government
• Edmond Komboli – Department of Foreign Affairs

Over eighty (80) participants from various government agencies, the private sector, and NGOs attended the seminar. Insightful questions were raised, fostering meaningful dialogue among partners.

Their theses and research papers demonstrate innovation, institutional strengthening, and evidence‑based thinking. Many of these works are expected to support future policy reforms and contribute to improved decision‑making across government sectors in PNG.

During the event, JICA Chief Representative MATSUOKA Hideaki emphasized that since Japan commenced its Official Development Assistance (ODA) to PNG in 1974, JICA has supported the training of nearly 5,000 PNG government officials in Japan. He noted that these programs offer invaluable opportunities for Papua New Guineans to learn from Japan’s unique development experiences and apply this knowledge to realworld challenges back home.‑world challenges back home.
