A paper titled, "Investing in Flood Protection in Asia: An Empirical Study Focusing on the Relationship Between Investment and Damage," by Ishiwatari Mikio and Sasaki Daisuke was published in the journal Progress in Disaster Science in September 2021. The paper was prepared as a part of the research project “Research on Demand Estimate of Infrastructure in Asia” conducted by the JICA Ogata Sadako Research Institute for Peace and Development.

The paper aims to identify the factors that influence budgeting for flood protection by analyzing investment data in major flood-prone countries in Asia. It also intends to propose approaches for financing investment in flood protection. It shows that damage caused by flood disasters has resulted in increased investment in flood protection and that the amount of investment has increased with the growth in GDP per capita and population density.
