On Route to the Fourth High Level Forum on Aid Effectiveness

As preparation for the fourth High Level Forum on Aid Effectiveness (HLF4) to be held in Korea in November, 2011, JICA is conducting a joint research project with the Brookings Institution and the Korea International Cooperation Agency, with the aim of making recommendations on the post-Paris Declaration discussions to be held at the forum.

From the project, a book is to be written under the theme, "New Players, New Challenges, and New Approaches." For this book, JICA will compose the chapters on "Fragility (of State)" and the chapter on"Capacity Development" both of which are related to the JICA-RI focal research themes, "State-building in Conflict-Prone Countries"and "Revisiting the Capacity Development Approach through Comparative Case Analysis," respectively.

On July 29 and 30, a workshop for the book authors was held at the Brookings Institution in Washington, DC. In attendance from JICA-RI were Director Keiichi Tsunekawa, Senior Research Fellow Shinichi Takeuchi, and Research Associate Ryutaro Murotani, all of whom are in charge of writing the "Fragility" chapter. Senior Research Fellow Akio Hosono and Research Associate Shunichiro Honda, authors of the "Capacity Development" chapter, attended as well. All members presented drafts of the respective chapters.

At the workshop, discussions centered mostly on emerging donors, and harmonization of funds between new, private sector actors and traditional ODA. Based on these discussions, the authors will complete their respective portions to be released at the preparatory meeting for HLF4, which will take place in Seoul in December of this year.
