Project Advisory Mission from Japan

An advisory mission was dispatched from 25th Feb to 2nd March 2019 with the aims of (1) Confirmation on the progress and the future direction of the project activities and (2) Provision of technical advice for the project activities. A Senior Advisor who is a specialist in a specific field, namely in local governance for PCDTM, from the Japan International Cooperation Agency (JICA) Headquarters was visited our project.

Confirmation on Progress and Future Direction of Project Activities

The advisory mission confirmed the progress of the currently on-going project activities, namely (1) Development of monitoring and evaluation framework of the Strategic Plan on Capacity Development for Civil Servants at Ministry of Interior and Human Resources at Sub-National Administrations (SPCD), (2) Setting of competency[1] standard to implement the Basic Training Course as one of the obligatory training courses described in SPCD, and (3) Training module development for the Basic Training Course, after the approval of SPCD in October 2018 and the dissemination workshop of SPCD for the stakeholders at the central ministries and the provincial administrations in December 2018

The advisory mission also reconfirmed that, with regard to the obligatory training courses in SPCD, PCDTM would continuously conduct the activities to support (1) Development and revision of the modules for the Basic Training Course and the Administrative Secretary Course, (2) Training of trainers for the two mentioned courses, and (3) Support to strengthen the coordination capacity with the relevant institutions for implementation of the Advanced Management Course, and strive to realize the organizational capacity development of the counterpart, Training Department (TD) under General Department of Administration (GDA) in Ministry of Interior (MOI).

The content of discussion on the future support of PCDTM must be noted after the progress of the project activities was reported from Deputy Project Director of PCDTM, H. E. Mr. Prak Samoeun, General Director of GDA, at the courtesy call in the mission period. Referring to the importance on acquiring the budget for assured implementation of SPCD, the Senior Advisor proposed that MOI would negotiate the additional budget for SPCD with Ministry of Economy and Finance. The Deputy Project Director agreed with the proposal and promised to promote the internal process in the ministry to dispatch the request letter for securing the budget from Minister of Interior to Minister of Economy and Finance.

PCDTM believes securing the ministerial budget for the project activities is the preliminary condition in order to realize the sustainable implementation of the project activities as the ministerial ones for the long run and therefore, continuously facilitates TD to acquire the budget in MOI.

Provision of Technical Advice for Project Activities

Reflecting the current situation of the counterpart in the local context, the Senior Advisor provided technical advice with the reference cases in Japan and other countries on the issues necessary for additional detailed examination in implementing the project activities, such as content of training module for Basic Training Course, setting of competency standard, nurturing method of trainers, and measuring method of training effectiveness.

The advice obtained from the Senior Advisor enables the staff of TD to complement the lessons learned from the project activities and makes the staff to deepen and further clarify their knowledge and way of thinking, together with the follow-up dialogue with the Senior Advisor. PCDTM expects that the advice from and dialogue with the Senior Advisor finally result in the capacity development at the individual level as the staff of TD and moreover the organizational capacity development of TD.
