A Work Breakdown Structure (WBS) has been developed. Eleven milestones are set and work items and schedule to achieve the milestones are indicated. Discussions are ongoing with organizations in the energy, transport and waste sectors to collect information on planned and ongoing NAMAs in HCMC.
A WBS has also been developed for GHG inventory. CCB determined the year for preparing the inventory. The GHG inventory of HCMC will be prepared following the international guideline, GPC. In addition, an inventory following the ten sectors in the CCAP of HCMC will be prepared. The ten sectors are land use, energy, industry, water management, waste management, transport, construction, public health, agriculture and tourism. A preliminary investigation on the data availability is ongoing. Spreadsheets to organize data is under construction.

Photo of first Regular Seminar
On 6 January 2016, a seminar on the project, and basics on GHG inventory and NAMA/MRV was held at the DONRE meeting hall. This is the first of the six Regular Seminars targeting HCMC officials planned under Component 2. The goal of the Regular Seminars is to enhance the capacity of HCMC regarding planning and implementation of NAMAs. Thirteen people from organizations relevant to the project such as CCB, DOT, DOIT, Environment Company (CITENCO), and Power Corporation (EVN) of HCMC participated. Local consultants and JICA Short-Term Experts explained the basic concept and meaning of NAMA/MRV and GHG inventory. Questions were raised on the project and data collection activities. The participants actively engaged in the discussions.
