Output 2: Municipal Level Activities (from Year 2015 to 2017)

Introduction

According to the National Strategy on Climate Change issued by the Prime Minister of Vietnam in December 2011, Nationally Appropriate Mitigation Actions (NAMAs) will be planned by the Ministry of Natural Resources and Environment (MONRE). In this context, The "Project to Support the Planning and Implementation of NAMAs in a MRV Manner" (SPI-NAMA) started in January 2015. The purpose of SPI-NAMA is to enhance the capacity of the Government of Vietnam concerning the planning and implementing of NAMAs. To attain this goal, SPI-NAMA has two project components.

The first project component aims to enhance the capacity of MONRE to facilitate the process of development and implementation of NAMAs. It is implemented by MONRE and the JICA Long-Term Experts.

The second component aims to enhance the capacity of cities in Vietnam to quantify greenhouse gas (GHG) emissions and reductions, taking Ho Chi Minh City (HCMC) as a model city.

As a result of the activities to support capacity improvement in NAMA and MRV in HCMC, the HCMC People's Committee, the highest authority in HCMC, decided in Decision No.180/UBND–DT, to distribute the final outputs of the Project activities to the relevant stakeholders and disclose the results of the project activities to the public, for example, city-level inventory. This has led to the international recognition of the Project activities in HCMC, and remarked as one of the greatest outcomes of the Project. Furthermore, the HCMC People's Committee has also ordered the relevant local actors to promote the remaining Project activities (including the continuous development of the inventory, the development of pilot MRV, and the report of monitoring). This has established a strong coherence with the Roadmap Decree development process at the national level, and has contributed to improve the sustainability of the Project.


Activities in HCMC (component 2)

This component is implemented by the Climate Change Bureau (CCB), Department of Natural Resources and Environment (DONRE) of HCMC with the support of the JICA Short-Term Experts. The main activities in this component are enhancing the capacity on: 1) measurement, reporting and verification (MRV) of NAMAs; and 2) preparing GHG inventory. The experiences from those activities in HCMC will be disseminated to other cities in Vietnam.

Activity 1) : MRV of NAMAs

Ongoing or planned NAMAs to pilot MRV in HCMC are selected in three focused sectors. They are energy, transport and waste sectors. The baseline GHG emission at the project inception, and anticipated and actual emission reduction of selected NAMAs are quantified. Utilizing the outputs of the activities in HCMC, an MRV manual for HCMC and MRV guidelines for local governments are developed.

Activity 2) : Preparing GHG inventory

The activity data of 2013, 2014, and 2015 are collected. GHG inventory of 2013 and 2014 are developed following the Global Protocol for Community-Scale GHG Emission Inventories (GPC). The GHG inventory of 2013 is also prepared for ten sectors in the Climate Change Action Plan (CCAP) of HCMC. The ten sectors are land use, energy, industry, water management, waste management, transport, construction, public health, agriculture and tourism.

Other activities

Seminars and trainings focusing on GHG inventory, NAMA and MRV will be held aiming to enhance the capacity of local governments officials and disseminating the project achievements.
