A capacity assessment of HCMC organizations was conducted to identify the challenges and needs in GHG inventory and MRV of NAMAs. The assessment was conducted through the analysis of the information regarding structure, measures and plans of relevant organizations which had been collected in the past visits.
The training in Japan was held in May 2016 targeting officials of relevant organizations of HCMC and central ministries.
The Short-Term Experts made two visits to Vietnam during the April to June 2016 period.

Meeting with Management and Operation Center for Public Transport (MOCPT)
Continuing on from the March 2016 visit, the structure, roles and measures of relevant organizations of HCMC were analyzed, and the questionnaires for the upcoming meetings and longlists of mitigation measures were prepared. Seven measures in the energy sector, eight measures in the transport sector, and eight measures in the waste sector were listed. In the seventh visit (June 2016), meetings with relevant organizations and a site visit were conducted to select measures to pilot MRV from the longlists.
Information collection has been continued from the last visit to HCMC in March 2016. Questionnaires and data collection formats have been prepared for further meetings with relevant organizations in June. In the seventh visit (June 2016), meetings with several organizations including the Department of Industry and Trade (DOIT), Management Board for Solid Waste Treatment Complexes (MBS), HCMC Urban Environment Company Limited (CITENCO), Department of Agriculture and Rural Development (DARD), and Statistical Office in HCMC were held to investigate the data availability for preparing the GHG inventory.
The training in Japan was held from 22 May to 28 May 2016 targeting ten officials of HCMC and three officials of the central ministries. The first half of the training was held in Tokyo and the second half was held in Osaka.
In the first half of the training, lectures by the Tokyo Metropolitan Government and a site visit to an energy efficient building were conducted. The participants were lectured on the mitigation measures of Tokyo such as the Cap-and-Trade Program, Carbon Reduction Reporting Program, and measures on waste management by officials of the Tokyo Metropolitan Government. In the second half of the training, a lecture on the Global Warming Action Plan of Osaka City was held. In this lecture, the planning process, goals and targets, implementation structure, and monitoring system of the plan were explained. Site visits to a waste treatment plant generating power from waste, and a facility for regional heat and power supply using photovoltaic and cogeneration were conducted. In the final day of the training, as an exercise, the participants planned mitigation measures in the energy, transport, and waste sector. The measures planned and achievements of the training were presented by each group and discussions were held.
Many questions and comments were raised in every lecture and site visit, and a keen interest in the climate change mitigation efforts in Japan were shown by the participants.
