Monitoring of the MRV pilot projects in energy, transport, and waste sectors is ongoing. In the meetings with the relevant organizations, the monitoring status was reviewed, and the way forward for monitoring as well as methods for reporting were discussed. Emission reductions were calculated using the monitoring data and the results were reviewed with the relevant organizations.
The first consultation meeting on the MRV Manual was held. The structure, procedures, and annual schedule of the MRV in HCMC were discussed with the relevant organizations. More than thirty questions and comments were raised. Those included comments on the need for capacity building on MRV, necessity of budget for MRV implementation, and importance of consistency with the national MRV institutions.
On the preparation of the 2013 GHG inventory based on the GPC, calculation of GHG emissions was completed in the following sectors: Stationary Energy, Transport, Agriculture, Waste, and IPPU (Industrial Process and Production Use). As for the Land Use and Land Use Change sector, the method to calculate GHG emissions is still under consideration.
The first consultation meeting on the GHG Inventory Preparation Manual was held. Schedule and roles of organizations on GHG inventory preparation were discussed with the relevant organizations. Around ten questions and comments were raised. There were no objections on the manual.
The training on GHG inventory preparation, which will be held from April 2017 onwards targeting HCMC officials, was planned in consultation with CCB. The GHG Inventory Preparation Manual will be used in the training.
Consultation meeting on GHG Inventory Preparation Manual and MRV Manual
The consultation meeting was held on 1 March 2017 in HCMC to obtain inputs from relevant organizations on the manuals. The session for MRV Manual was held in the morning and the session for GHG Inventory Preparation Manual in the afternoon. Around 40 to 50 people from departments, districts, companies, and universities participated in the sessions. Most of the questions and comments raised were constructive, and it seemed that the stakeholders had a positive attitude to GHG inventory preparation and MRV implementation. MONRE officials were also present at the meeting and were observed responding to some questions and comments from the participants.
