Activities in HCMC - Activities from October to December 2016 -

Activity 1) : MRV of NAMAs

Discussions with relevant organizations on the implementation structure and monitoring data on projects to pilot MRV were held in October and November 2016. For the "Project to introduce photovoltaic panels" in the energy sector, data on seven public buildings, one apartment, and more than 30 houses will be provided by ECC which is the implementation body of this project. For the transport sector, monitoring of the "Introduction of CNG bus for public bus fleet" is conducted by Saigon Bus. The Short-Term Experts checked the monitoring data and agreed with Saigon Bus to start reporting after March 2017 in accordance with the MRV structure. For the waste sector, the Short-Term Experts surveyed ten farms which are the targets of the "Collection of manure and biogas capture," and agreed with DARD, which is the execution body, on the implementation structure to pilot MRV on this project.

The overall structure, contents of each section, and development schedule of the MRV manual were discussed with CCB. The outline of the consultation workshop to discuss the manual with relevant organizations was discussed as well.

Activity 2) : Preparing GHG inventory

Owing to the letter of HCMC-PC issued in September 2016, the concerned organizations started providing the required data, and the data collection activity proceeded. The data collection is still continuing for the missing data.

The preparation of the GHG inventory based on the GPC started and calculation of GHG emission from electricity, gasoline, diesel, heavy oil, kerosene, and jet fuel has almost been finished. Data provision was requested to some fuel suppliers in order to collect the missing data of some fuel types. The GHG emission calculation from the agriculture sector has almost been finished.

Discussions were held with CCB on the GHG inventory preparation process in HCMC and roles of relevant organizations for inventory preparation, and a draft plan was prepared. The GHG inventory preparation manual, which will include this draft plan, will be discussed with relevant organizations in the consultation workshop.

General Training on Climate Change Mitigation for HCMC Officials

The General Training on Climate Change Mitigation for HCMC Officials was held on 25, 28, 29, and 30 November 2016 in HCMC. Around ninety persons participated in the training from departments of HCMC, districts, public companies, and universities.

Lectures on climate change mitigation, NAMA, MRV, and GHG inventory were given in the first and second days of the training (Part A). On the first day, lectures were given by the vice chairman of the VPCC and director of the Division of GHG Emission Monitoring and Low-Carbon Economy of MONRE.

In the third and fourth days (Part B), lectures were given on the monitoring methods of mitigation measures and calculation methods of GHG emission reductions. In the second half of Part B, participants planned and presented a mitigation measure and its MRV structure through group exercises.

Many questions and comments were raised in every lecture and workshop, and very positive attitude to the training was shown by the participants.
