Participation in Training in Japan for Capacity Building in Cybersecurity Policy Formation and its Reporting Seminar

Two officials from AIS (our counterpart) and one official from the Ministry of Foreign Affairs from Viet Nam participated in the Knowledge Co-Creation Program "Capacity Building in Policy Formation for Enhancement of Measures to Ensure Cybersecurity in ASEAN Region" held in January to February 2020 in Tokyo. Based on the Japan-ASEAN Technical Cooperation Agreement agreed on May 2019, Singapore and Malaysia which were out of the target of ODA, ASEAN secretariat and the ASEAN-Japan Cybersecurity Capacity Building Centre (AJCCBC) in Thailand participated in. The total number of trainees was 17.

During the training, participants learned the current Japanese cybersecurity policy by the National center of Incident readiness and Strategy for Cybersecurity (NISC), Ministry of Internal Affairs and Communications (MIC) and Ministry of Economy, Trade and Industry (METI), etc. and their history. Also, the trainees learned various kind of knowledge of the structure and function of Computer Emergency Response Team (CERT), challenges and solution of standardization, etc. from other organizations working in cybersecurity such as Japan Computer Emergency Response Team Coordination Center (JPCERT/CC), Information-technology Promotion Agency (IPA), Japan Institute for Promotion of Digital Economy and Community (JIPDEC). Japan Network Security Association (JNSA) gave a precise explanation about SecBoK (Security Body of Knowledge), which was one of the Japanese activities related to human resource development in Japan. In the class of international law, trainer (professor) and trainees discussed deeply and fruitfully internet governance, the United Nations Group of Governmental Experts (GGE), the sovereignty of cyberspace, etc. In this training, not only lectures but also site visit was provided. Trainees visited JSOC (Japan Security Operation Center as a network security monitoring service in Japan) and they were able to touch on specific initiatives in Japan.

In the final day, based on the discussions and site visit during the course, trainees gave a presentation about their action plans and discussed them with Japanese audiences from the implementing company, JICA HQs, JICA overseas office, and JICA project. Some points of the discussion were as follows:

  • It is a big challenge to expand the activities under budget constrain.
  • Set up the Cybersecurity Headquarters such as the Cybersecurity Strategic Headquarters in Japan and it should include private sectors and academia.
  • SecBoK and National Initiative for Cybersecurity Education (NICE) Framework in the US are useful to develop human resources systematically. On the other hand, they are too complicated to apply to other organizations efficiently and effectively, and difficult to deal with situations such as personnel changes.
  • Importance of the cybersecurity basic act.
  • Enhancement of national SOC step by step.

After coming back to Ha Noi, two trainees from AIS held the reporting seminar on March 6th, 2020 to share what they had learned with their colleagues. At the beginning of the seminar, the project expert introduced the outline of the training in Japan including other training about IT and cybersecurity. More than 20 officials attended the seminar and learned Japanese experience, and discussed their challenges and how to apply Japanese knowledge.
