Online Seminar on Establishing a System for IT Security Evaluation

On February 26, 2021 and March 16, 2021, online seminars were held to establish an evaluation system for information security by connecting Japan and Viet Nam online.

From Japan, 16 participants (including 3 project members) from Information-technology Promotion Agency (IPA), Japanese evaluation organizations, and JICA headquarters participated in the first and second seminars, and from Viet Nam, 13 participants in the first seminar and 9 participants in the second seminar from the (AIS) of the Ministry of Information and Communications.

The security evaluation system is expected to follow the Common Criteria (CC), which is an international standard. For more information about the evaluation system and CC, please refer to the past training news.

Throughout the two-day seminar, both the certification body and the evaluation company from the Japanese side were able to provide a wide range of explanations about the CC certification system, from general topics to practical experiences.

There were many specific questions from the AIS, including some in advance, and the discussion mainly focused on the following points.

  • The legal basis for establishing a system to certify security evaluation in Japan and a responsible organization
  • Background of the establishment of the system and the situation before its establishment
  • Security guidelines for IT equipment procurement in the Japanese government
  • Cost of evaluation and certification
  • Roadmap to become an evaluation body and how to join CCRA
  • Vulnerability management and monitoring after product evaluation and certification
  • Issues related to the evaluation laboratory and products to be evaluated

The Japanese side was overwhelmed by the rapid succession of questions and earnestness of the Vietnamese side, but they answered the questions politely, and their enthusiasm for the establishment of the CC certification system was fully conveyed to the Japanese side as the discussion became heated. It can be said that one of the major achievements of the seminar was that it created a positive atmosphere among the Japanese participants to support Asian country that are trying to participate in the international framework for CC certification.

In Southeast Asia, the countries participating in the CC certification framework are Singapore and Malaysia as certified countries, and Indonesia as a recipient of the certification results. The project will continue to support Vietnam in its efforts to become a recipient of CC certification results in the near future.
