During the workshop
In 18th May 2017, low carbon technology assessment workshop hosted by MONRE and JICA for related stakeholders in F-gas and Waste sectors was held in Hanoi. Participants for this event were researchers in Viet Nam and experts from ministries and agencies, NGOs, private sector and international cooperation organizations.
For F-gas sector, the following were discussed.
Current policy framework and on-going activities |
- Collection and destruction of F-gas is presently not mandatory, hence policy framework should first be established.
- NAs part of JCM verification by NEDO, 'Green Hospital Project' is implemented in which collected F-gas is combusted at a cement factory.
- Air conditioners and refrigerators using low GWP (Global Warming Potential) refrigerant are introduced to market by foreign companies.

Cost |
- How to share and reduce the cost for collection and destruction which are not mandatory. (Possibilities such as to merge collection with other waste collection activities, etc. may need to be discussed)

Capacity building and possibility of future cooperation |
- For proper collection and destruction of F-gas, apart from hardware installation, training program for technicians and operational network need to be developed.
- Support scheme via international framework through Kigali amendment to the Montreal Protocol (adopted in 2016, expected to enter into force in 2019) should proactively utilized to reinforce the cooperation efforts.

Next steps
- Discuss possibility of introducing the suggested technologies in light of policy and technical barriers identified.
- Determine assessment standards to prioritize low carbon technologies, and test implementation in Viet Nam.
- Identify policy barriers for introduction of the technologies. The result to be shared in the policy dialogue in August.
‘Low Carbon Technology Assessment' is conducted by MONRE and SPI-NAMA project with an aim to evaluate mitigation technologies to achieve GHG emission reduction target specified in the NDC (Nationally Determined Contributions) submitted by the Vietnamese government to the UNFCCC.
