Signing of Grant Agreement with Rwanda: Realizing smooth and stable traffic in Kigali City through the introduction of an Intelligent Transport System and improvement of road intersections

On October 5, the Japan International Cooperation Agency (JICA) signed a grant agreement with the Government of the Republic of Rwanda in Kigali, to provide grant aid of up to 2,009 million yen for the Project for Introduction of Intelligent Transport System in Kigali City.
In recent years, Kigali City has been facing worsening traffic congestion and an increase in traffic accidents due to the increased traffic volume caused by growth in both the urban population and the economy. However, as a result of the steep topography of the city, which has little flat land, it is difficult to construct new roads or widen existing roads, and the introduction of an Intelligent Transport System is necessary to make maximum use of the existing road infrastructure.

On the other hand, most of the intersections in Kigali City are roundabouts or have no traffic lights installed, with only 13 signalized intersections in operation, whose signal controls are not interlinked. Therefore, the introduction of an Intelligent Transport System to realize smooth traffic flow and prevent traffic accidents is an urgent issue.
This project will contribute to the sustainable economic and social development of Kigali City by facilitating and improving the safety of traffic flow in the city, and Rwanda as a whole, through the introduction of an Intelligent Transport System and the improvement of road intersections.
In doing so, this project will also contribute to the achievement of SDGs (Sustainable Development Goals) Goals 9 (Industry, innovation and infrastructure) and 11 (Sustainable cities and communities).
