Signing of Grant Agreement with Ukraine: Providing equipment for emergency recovery, sustainable economic reconstruction and human security

On May 20, the Japan International Cooperation Agency (JICA) signed a grant agreement with the Government of Ukraine, to provide grant aid of up to 6,200 million Japanese yen for the Programme for Emergency Recovery (Phase 5). The signatures were exchanged between Deputy Prime Minister for Restoration of Ukraine and Minister of Development of Communities and Territories of Ukraine Oleksii Kuleba and Chief Representative Hattori Osamu of JICA Ukraine.

To cooperate for the recovery and reconstruction with the people of Ukraine, who have suffered extensive damage and continue to face severe living conditions as a result of Russia’s aggression, JICA has been implementing the “Emergency Recovery Program (Phases 1–4)” as well as the “Emergency Response Program for Humanitarian Mine Action and Unexploded Ordnance (UXO) Clearance” in a sequential manner. Through these initiatives, JICA has provided cooperation mainly in the form of equipment and materials across a wide range of sectors that underpin people’s daily lives and social infrastructure, including mine and UXO action, debris and disaster waste management, electricity and energy, water supply, transport, health and medical services, education, agriculture, public broadcasting, and capacity development of local governments.

Under the present project, with the aim of protecting lives and livelihoods in Ukraine amid the ongoing impact of the conflict and cooperating for the early recovery of society and the economy, JICA will provide equipment and machinery to relevant government institutions. This includes medical equipment to support health and medical services, including rehabilitation; equipment necessary for agricultural research and productivity enhancement; heavy machinery and related equipment for infrastructure recovery and job creation; and equipment for strengthening public broadcasting to enable accurate and fair dissemination of information. Through these efforts, the project seeks to stabilize and restore health care, agriculture, and essential infrastructure, while also contributing to stronger governance. In doing so, the project will contribute to Ukraine’s early recovery and inclusive, sustainable reconstruction, as well as the enhancement of human security.
