Primary objectives and outcomes

This event was held to explain the objectives, achievements, approach to solve development issues, implementation structure, and progress of the project, in order to inform relevant organizations of the commencement on 29th November 2023 of the "Building Climate Resilient Safer Islands in the Maldives" funded by the Green Climate Fund, with co-financing by JICA and the Government of Maldives. Since the Maldivian government did not have its own pavilion at COP28 UAE, the Maldives utilized the NDC Partnership Pavilion as a opportunity for their presentation.

Content of the discussions

From the Green Climate Fund (GCF), Mr. Gareth Zahir Bill, Deputy Director, Divison of Portfolio Management, who manages the project implementation, gave opening remarks and explained the background of the project, how it came to be implemented, and an overview of the project.

Mr. Ahmed Waheed, Director, Climate Change Department, Ministry of Climate Change, Environment and Energy (MCCEE), Maldives, then gave an overview of the impact of climate change in the Maldives and the measures being taken.

Ms. Megumi TSUKIZOE, Disaster Risk Reduction Group, Global Environment Department, JICA, gave a presentation on how this GCF project was realized and make larger impact through a combination of JICA's multifaceted project schemes, including technical cooperation projects and a grant aid project, along with an explanation of the implementation and funding structures.

Mr. Atsushi TAKAHASHI, JICA expert, explained the project components and activities of this JICA GCF project. He explained that the project aims to enhance the resilience of the entire country through integrated coastal zone management, to achieve sustainable maintenance and management through community-based adaptive management, and to strengthen the capacity of Maldivian government officials and communities.

Mr. Ahmed Raid, Senior Coastal Analyst, Environmental Management and Conservation Department, MCCEE, Maldives, presented a progress report on the activities. In addition to the progress of the study on the integrated coastal zone management plan, he made a presentation on the usefulness of capacity building metodology which is uniqueness of JICA's technical cooperation projects, such as training in Japan, training in a third country in Indonesia, and seminars in the Maldives.
