The fifth Global South-South Development Expo (GSSD Expo) 2012 opened in Vienna, Austria on November 19 for five days. The events at this Expo included: the United Nations South-South Stakeholders and High-level Development Cooperation Directors-General Meeting on South-South and Triangular Cooperation (November 22), which was co-organized by the United Nations Office for South-South Cooperation (UNOSSC) and the Japan International Cooperation Agency (JICA) with the United Nations Industrial Development Organization (UNIDO) as the host organization; six thematic Solution Forums on South-South and triangular cooperation; mini-forums led by non-government organizations (NGOs) and other bodies; and an Exhibition for international organizations and NGOs in the space next to the main venue.

This Expo gathered a number of leading personalities, who have actively engaged in South-South and triangular cooperation agenda including: Dr. Kandeh K. Yumkella, Director-General of UNIDO; Mr. Wycliffe Oparanya, the Kenyan Minister for Planning Development; Ms. Alison Chartres, Vice-President of the UN General Assembly’s High-level Committee on South-South Cooperation; and Mr. Jon Lomøy, Director of the Development Cooperation Directorate at the Organization for Economic Cooperation and Development (OECD). In addition to those figures, a total of more than 1,000 delegates gathered from United Nations (UN) agencies, international organizations, governments of both developed and developing countries, NGOs, private-sectors and others. Throughout the event, they held a lively consultation and an active exchange of ideas toward more effective South-South and triangular cooperation.

At the opening ceremony of the High-level Directors-General Meeting on November 22, JICA Senior Special Advisor Hiroshi Kato delivered the opening address along with Ms. Chartres, H.E. Patrick I. Gomes, Chairperson of the Working Group on Future Perspectives of the African, Caribbean and Pacific Group of States (ACP), and Ms. Amita Misra, Bureau Director for Regional Programs at UNIDO. In his speech, Kato first pointed out that under the recent rise of new development actors including emerging countries, dividing the world into north and south has been less significant, and that with constant change in the concept and framework of development cooperation, the approach for South-South and triangular cooperation also needs to be transformed. He continued to state that the data on South-South cooperation hasn’t been adequately captured and assessed. In that connection, Kato explained that JICA-RI is currently undertaking the analysis of the triangular cooperation cases to explore effective approaches for triangular cooperation, with a focus on JICA’s own practices and touched on a booklet on some of the findings of the research project, which were made available during the expo.

In the second session of the high level meeting, where innovative South-South and triangular cooperation initiatives and approaches for scaling up were showcased, JICA-RI Research Associate Shunichiro Honda introduced JICA’s “Better Hospital Services Program”, as a good example of an innovative triangular cooperation linking Asia and Africa regions. He presented this case with Dr. Wimal Karandagoda*, Director of Medical Service at Lanka Hospital in Sri Lanka, who first developed and implemented the management change approach, which was then further refined to be the 5S-KAIZEN-TQM (Total Quality Management) for strengthening hospital management and Dr. Mohamed Ally Mohamed, Director of Health Quality Assurance at the Ministry of Health and Social Welfare in Tanzania, who spoke on the practices in Tanzania from the perspectives of a beneficiary country as well as an emerging pivotal country in Sub-Saharan Africa on the 5S-KAIZEN-TQM for hospital management. This triangular program also received the Solution Award at Solution Forum 5 on the themes of health, youth and women the previous day (November 21), where Drs. Karandagoda and Mohamed made the award-winning presentation.

At Solution Forum 4 that focuses on agriculture and food security, JICA’s another triangular initiative on sustainable agricultural production system received the Solution Award. The Dominican Republic and Japan with JICA has jointly helped enhance the capacity of Haitian agricultural extension and rural development workers to promote sustainable agriculture in Haiti. Makoto Asai from the Operations Strategy Department of JICA headquarters introduced this case as part of the panel among award recipients. These two awarded projects have been taken up in the ongoing JICA-RI research project “Revisiting the Capacity Development Approach through Comparative Case Analysis” as cases of capacity development assistance through South-South and triangular cooperation.

At the closing ceremony on November 23, Ms. Chartres, in her speech, referred to the JICA’s award-winning “Better Hospital Service Program” as an example of innovative triangular cooperation . She concluded, hoping that many future programs will emulate such innovative approach. During this closing ceremony, JICA was presented with a South-South Cooperation Award for its long and innovative efforts for South-South and triangular cooperation. Kato accepted this award on behalf of JICA. During the Expo, JICA also set up a booth at the exhibition area, where it showcased and distributed pamphlets and posters.

At GSSD Expo 2012, through the active engagement in the preparation as well as holding of the event with substantive knowledge contributions, Japan, JICA and JICA-RI was able to present itself again as one of the leading partners in South-South and triangular cooperation. Many international conferences on this theme are scheduled ahead, which JICA-RI will actively contribute to by sharing more outputs from the ongoing research activities on this critical theme in global development agenda.

*Dr. Wimal Karandagoda, who gave a presentation at the Expo, first suggested the approach applying 5S and kaizen to scale up hospital services when he was the director of a hospital in Colombo. JICA then systemized this method to be easily introduced in Africa.
