“Measuring Human Security”—the Third Issue of Human Security Today
JICA Ogata Sadako Research Institute for Peace and Development (JICA Ogata Research Institute) regularly publishes its flagship report series, Human Security Today.
The inaugural issue focused on the theme “Revisiting Human Security ,” while the second issue addressed “Human Security, Politics and Society under Compounded Crises .”
The third issue, titled “Measuring Human Security,” examines, from human-centered perspectives, how threats to lives, livelihoods, and dignity—as well as the range of ways people can live their lives—can be understood and measured through multiple lenses, offering multifaceted discussions on human security.
The full report is scheduled for publication in September 2026. In advance, we have released an overview of the report, an introductory video, the opening essay by Professor Joseph Stiglitz, and a special dialogue between JICA President Tanaka Akihiko and Professor Sakiko Fukuda-Parr, who served as Director and Lead Author of the UNDP Human Development Reports from 1995 to 2004.
In addition to an overview of the report, the appendix introduces “Steps for the Implementation of Human Security.”
