Blue-Ribbon Panel on Disaster Education/Disaster Management in response to the Great East Japan Earthquake

1. Purpose of the panel

Ministry of Education, Culture, Sports, Science and Technology, Japan comprised the panel in the mid-July, 2011, which consisted of specialist in either disaster education or disaster management etc. The aims of the panel are to investigate and evaluate necessary matters for the purposes of reviewing and rethinking the concepts of disaster education and disaster management through the prehension and analysis of experiences / lessons learned from the disaster.

2. Necessary matters to be discussed

The ministry plans to consider the following regards.

  1. Issues related to disaster education/disaster management at schools
    • What kind of issues on disaster education/ disaster management is identified through the Great East Japan Earthquake?
  2. Readjustment of disaster education/disaster management (especially evacuation drill and escape route)
    • How to review educational contents in terms of disaster education based on lessons learned from the disaster?
    • How to think of disaster education and disaster management, including location requirements of schools and communities' policies on disaster prevention?
    • How to improve the contents of evacuation drills?
    • How to go ahead with school-based disaster prevention with the concepts of community-based disaster prevention?
    • How to make the best use of highly-advanced technologies for disaster education and evacuation activity?
    • How to regard social action program such as volunteer as disaster education content?
  3. Improvement of safety instruction for teachers in the event of disasters etc.
    • How to ensure security of students and pupils when disasters occur?
    • How to enhance capacity of teachers for managing disaster?
  4. National policy related to disaster education/disaster management at schools
    • What kind of national policy is needed for enriching the above disaster education and disaster management?

1st meeting: 21st July, 2011
2nd meeting: 30th July, 2011
3rd meeting: 10th August, 2011
4th meeting: 26th August, 2011
