The Vision for revitalization of Fukushima Prefecture (Tentative summary)

Fukushima Prefectural government prepared "The vision for revitalization of Fukushima Prefecture (Draft)". The vision identified three concepts and seven measures for revitalization. The basic concepts are the most fundamental way of thinking contained in the main measures. The main measures will response to disaster including earthquake, the tsunami, the nuclear accident and harmful rumors. Above all, the prefecture will set pillars of the emergency measure and the nuclear disaster measure respectively because the damage caused by the disaster including the nuclear disaster to the prefecture is so huge, and assumingly the restoration will significantly take long time.

The planning term is 10 years because emergency restoration is expected to take longer than ever, ant it will significantly take a long time to achieve the revitalization.

1. Basic concept

Fukushima Prefecture is suffering from unprecedented disasters including the earthquake, the tsunami, the nuclear accident and the following harmful rumors. Accordingly, the name of the prefecture which has been well reputed for the beautiful nature of Oze and Lake Inawashiro, because known to the world as "FUKUSHIMA" where the crippled nuclear power plant with a serve accident is located.

Revitalization of the Fukushima prefecture is based on three concepts.

  1. Building of a safe and secure society which is not dependent on nuclear power and viable with sustainable development
  2. Revitalization by integrating the power of people who love and care for Fukushima
  3. Realization of a hometown in which we can take pride

2. Main measures for revitalization

Measures for emergency

(1) Temporary restoration, support for recovery of daily lives and support for revitalization of municipalities

  • Provision of evacuees' housing environment and diverse life support and mental care
  • Restoration of living base and industrial infrastructure
  • Securement of emergency employment for victims and support for resumption of business operation of the devastated employment
  • Maintenance and securement of education, medication and welfare
  • Development of public order
  • Maintenance of bonds among residents who are evacuating in wide areas
  • Support for revitalization of municipalities
  • Emergency measures for nuclear disaster

Measures to foresee the future of Fukushima

(1) Fostering of children and youths who are responsible for the future

  • Development of the best environment in Japan where people can give birth of babies and are likely to raise children
  • Fostering human who are rich in spirit and resilient and responsible for the recovery of Fukushima
  • Realization of dreams of youths who will fly to the future

(2) Recovery and development of regional bonds
Development of housing environment and social environment of evacuees

  • Revitalization of regions shred with evacuees
  • Promotion of wide area coordination by making use of new bonds
  • Development of a new community after returning to the hometown
  • Development of a new community after retuning to the hometown
  • Promotion to rediscover, develop and spread the treasure of hometown

(3) Creation of industry that leads a new age

  • Revitalization of industries in the prefecture
  • Fostering of industries and creation of employment appropriate for a new society
  • Leaping development of agriculture, forestry and fishery industry by new management and production system
  • Formation of infrastructure for revitalization and development of industries

(4) Revitalization of a society resilient to disaster and exploring the future

  • Construction of a town which is fundamentally enforced with disaster preventive function
  • Construction of the prefectural land
  • Improvement of disaster prevention capability by enforcing the cooperation between regional autonomous body and regions and mutual support
  • Construction of regions resilient to disasters for which we share a future image
  • Construction of a support system fro public health, medical services, welfare and health at the time of disaster
  • Strengthening of crime preventive function and public order system
  • Strengthening of measures for disaster prevention and disaster reduction and education for disaster prevention and disaster reduction in the aspect of software side
  • Proposal of the disaster record and lessons and succession to the nest generation

(5) Construction of a new society by profoundly promoting the use of renewable energy

  • Release of a life style with resource saving and energy saving form Fukushima
  • Leaping progress of renewable energy industries

Measures for nuclear disaster

(1) Overcoming of the nuclear disaster
Fulfillment and strengthening of monitoring across the prefecture

  • Implementation of thorough decontamination of the radiation dose in close living spaces
  • Recovery of the prefectural environment
  • Maintenance and enhancement of all residents' health
  • Creation of industries resilient to the nuclear disaster
  • Invitation of organizations related to nuclear power
  • Disclosure of information related to nuclear power plant accident
  • Claim of full implementation of compensation for the nuclear disaster which is responsibility to TEPCO and the Government
