  • A reconstruction Vision (6.01)
  • With a fundamental aim "The bond between the sea and highlands, A steady reconstruction, for the future", it is planned to address reconstruction with 3 following viewpoints:
    • Recovery of citizen’s livelihoods
    • Reconstruction of local industries and a home of sea urchin
    • Development for a strong disaster-resistant city
  • 20 Main measures were listed including employment measures, support to find a job, and reconstruction of a fish market
  • The 6-year plan until 2011 was made and divided into two phases (rehabilitation phase - fiscal year 2011 to 2013, and reconstruction phase - fiscal year 2013 to 2016). A review committee consists of related organizations and fishermen will be made,

Noda-mura

  • Building a coastal levee higher than 15meter and replacement of Route 45 proposed
  • With this blue print, making a reconstruction plan reflecting polls of residents and committee expected to be set up later.

Miyako-shi
  • Miyako-shi disaster reconstruction basic policy (6.01)
  • Establishment of two new departments for reconstruction coordination and victim support,
  • Establishment of an investigative organization consists of residents and learned persons within July7.
  • Reconstruction plan will be made with three main focus:
    1. Reconstruction of lives of victims,
    2. Industrial and economical reconstruction,
    3. Safety of the region

Yamada-machi

  • A vision for town reconstruction after Great East Japan Earthquake (7.01)
  • In the basic policy, ideas of countermeasures such as moving to highland, raising ground are discussed.
  • In the vision (which is in between the basic policy and reconstruction plan), 3 ideas:
    1. Moving to highland,
    2. Moving to flat inland,
    3. Mix of the two
    were proposed.

Otsuchi-cho
  • The first meeting of Otsuchi-cho disaster reconstruction plan preparation committee was held (6.09)
  • Because of the absence of the mayor (lost in the disaster), a citizen group submitted a reconstruction plan to the town (7.01)

Kamaishi-shi
  • A basic plan for Kamaishi-shi Reconstruction town development (4.11)
  • A draft outline for the reconstruction town development plan (6.27)
  • In the draft outline, visions are made for following areas:
    - Unosumai area:
    "safety improvement by multiple coastal levees, raising ground of residential area, and moving to highland"
    - The east part of Kamaishi area:
    "clarification of division of fishery, commercial, and residential areas"

  • The first meeting of a committee for Ofunato-shi disaster reconstruction plan was held(5.22)

  • In the Draft outline, 10 years until 2010 is recognized as the reconstruction plan period
