Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR)

From July 3 to 6, 2018, the Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR) was held in Ulaanbaatar, Mongolia. The AMCDRR is a regional conference in Asia and the Pacific Region, and the event was the second since the "Sendai Framework for Disaster Risk Reduction" was held in 2015 2030. Three thousand participants from more than 50 countries gathered at this conference.

The JICA DRR Group played a central role in the Technical Session, starting from the planning stage, "Investing in disaster risk reduction for resilience", which was the highest venue for substantial discussions involving the ministerial class. Mr. Kimio Takeya, Distinguished Technical Adviser to the President of JICA, gave a keynote lecture, and consistently emphasized the importance of developing a local DRR plan, as contribution to Global Target (e), to promote pre disaster investments on DRR. The direction of the entire session was explained and the expectations on the leadership of DRR organizations in each country were elicited.

Mr. Kimio Takeya, Distinguished Technical Adviser to the President of JICA, emphasized that DRR is a foundation for development, and each country needs to appropriately combine structural and non structural measures according to the disaster risk and situation.

In the Featured Event, "Strengthening Disaster Resilient Infrastructure and Urban Resilience," which was hosted by the Mongolian government, Mr. Kimio Takeya, as panelist, delivered the importance of pre disaster investment and planning for a feasible DRR according to the disaster risk of each country and the infrastructure to be protected. Mr. Kimio Takeya also explained the "Practical Guide for Developing Local Disaster Risk Reduction Plans" as a contribution to the Global Target (e).

In addition, JICA exchanged opinions with Ms. Mami Mizutori, who took office in March 2018 as the Special Representative of the UN Secretary General for Disaster Risk Reduction (SRSG), and, together with JICA long term experts dispatched to DRR organizations in Indonesia and the Philippines, shared concepts, efforts and issues on the DRR management of each country. In addition to supporting the performance of SRSG, JICA strengthened collaboration with the UNISDR [United Nations International Strategy for Disaster Risk Reduction] (currently UNDRR [United Nations Office for Disaster Risk Reduction]).

The AMCDRR adopted the "Ulaanbaatar Declaration" and the "Action Plan of 2018 2020" as the outcome documents. Although JICA was not directly involved in the final discussions, its comments reflected those of the Japanese government. In addition, the AMCDRR's public forum, such as the side events, was attended by JICA's other sections, including the Urban and Regional Development Group and the Gender Equality and Poverty Reduction Promotion Office from the Infrastructure and Peacebuilding Department, and the Tohoku Center of JICA, respectively.
