Along with economic development, rapid population growth and urbanization often result in inappropriate waste disposal, water pollution and air pollution in many developing countries. Since these environmental issues involve complex factors and are considered to be complicated, it is difficult to find solutions in a short period. Moreover, in comparison with infrastructure development, the response to environmental issues is apt to be slow in many cases as outcomes of their efforts are hard to detect. Especially due to their limited national budget, this trend can be seen frequently in developing countries.

Therefore, the Sustainable Development Goals (SDGs) include many goals concerning environmental management sector, including water and sanitation, urban development, and sustainable consumption and production.

In consideration of such complex nature of the issue, a cross-sectoral and comprehensive perspective is necessary for assistance in the field of environmental management.
