Goods and services (except for consulting services) necessary for implementation for Japanese ODA Loans will be procured in accordance with Guidelines for Procurement published by JICA. The Borrowers (including Executing Agencies) of Japanese ODA Loans are responsible for carrying out the procedure, and in principle, International Competitive Bidding, which is one of the most economical and efficient way of procurement, is applied. The Evaluation Guide was first published in June 2000 to provide explanations on the evaluation organizations, the expected role of consultants, and the standard evaluation procedure in the evaluation of prequalification and bid. JICA recommends the Borrowers and the Executing Agencies of ODA Loans to use the Evaluation Guide for smooth implementation of evaluation procedures.
* The Spanish and French versions are based on the Guidelines for Procurement under JBIC ODA Loans, October 1999 and related sample bidding documents and to be used reference purpose only.
